A Guide for Footwear-cluster Companies
Read the full paper - free access After more than 25 years of negotiations, the European Union and Mercosur have established a new trade framework covering a market of more than 700 million consumers. The framework comprises the EU-Mercosur Partnership Agreement (EMPA) and the Interim Trade Agreement (ITA), with the latter provisionally in force since May 2026 and governing trade and investment commitments within the EU’s exclusive competence.
This Guide focuses on the ITA and its impact on the footwear cluster, including footwear, components, leather goods, and hides and leather. The agreement creates new trade and sourcing opportunities through tariff reductions, but these benefits vary significantly by product and are not applied uniformly across all sectors.
The agreement generally provides broader and faster access to the EU market for Mercosur products than for EU exports to Mercosur, potentially increasing competitive pressure on European companies. To benefit from preferential treatment, businesses must ensure the correct tariff classification, comply with rules of origin, and meet all documentation requirements.
